"Double Park Cooperation +1 - The Sanya Central Business District Administration and the Ajman Free Zone Administration signed a Memorandum of cooperation.

Since the economic and trade exchange delegation of Sanya City visited Ajman for inspection and research in 2023, the Sanya Central Business District Administration Bureau and the Ajman Free Zone Administration Bureau have maintained good interaction. Recently, at the special invitation of the Central Business District Authority, Director Ismaili of the Ajman Free Zone Authority led a special return visit, conducted relevant inspection and exchange, and signed a memorandum of cooperation with the Central Business District Authority.

Director Ismaili and his delegation visited the exhibition hall of the park planning and gained a detailed understanding of the overall planning, basic facilities, industrial development situation of the park, as well as the key projects such as the "two Headquarters" base and the "dual centers". Representatives of the Ajman Free Trade Zone Authority highly praised the high-standard planning and construction of the park as well as its international business environment. They unanimously agreed that there is broad space for future cooperation and it is an ideal choice for international investors to layout the Hainan Free Trade Port.

Subsequently, the two sides held an exchange and discussion. Mei Kaizhi, the Party Secretary of the Sanya Central Business District Administration Bureau, delivered a welcoming speech. She stated, "As one of the key parks in the construction of the Hainan Free Trade Port, the Sanya Central Business District is leveraging its prominent advantage of connecting the domestic and international dual circulation, benchmarking against international economic and trade rules such as RCEP and CPTPP, and striving to develop an export-oriented economy." This cooperation will become another important window for UAE enterprises to understand, invest in and settle in Sanya. In his subsequent speech, Director Ismaili said, "There are currently over 20,000 enterprises in the Ajman Free Zone, among which nearly 1,400 are Chinese enterprises." Today's signing is just the beginning. We will establish a friendly exchange platform with the Sanya Central Business District Administration Bureau to promote two-way investment cooperation between enterprises of the two countries through this unique and beautiful city of Sanya.

At the meeting, Chen Jia, assistant director of the Sanya Central Business District Administration Bureau, and Gong Chengli, deputy director of the Ajman Free Zone Administration Bureau, signed a memorandum of cooperation as representatives of both sides. Next, both sides will share investment policy information, jointly explore the management experience, institutional innovation and digital services of free trade ports/free zones, and promote in-depth cooperation between the two places in many aspects such as economic and trade exchanges, digital economy, training and discussion.

This event also invited representatives from the Hainan International Carbon Emission Rights Trading Center, Hainan International Commodity Trading Center, Harvest Wealth, COFCO Group and other enterprises in the park to exchange and discuss cooperation paths with representatives of the Ajman Free Zone Authority on cross-border investment, bulk commodities and carbon emission rights trading. Director Ismaili stated that they will actively seize the cooperation opportunities, organize representatives of Azhiman enterprises to visit and exchange in Sanya again as soon as possible, and promote the cooperation to bear fruit.

In recent years, Sanya Central Business District, as the main battlefield of Sanya's export-oriented economy, has witnessed an average annual growth rate of 144% in total import and export volume and 19% in foreign investment. The cumulative total volume of imports and exports reached 24.988 billion yuan, and the cumulative utilization of foreign capital was 2.266 billion US dollars. Based in the Sanya Demonstration Zone of the "Two Headquarters" base, the park is committed to building a full-process service system for cross-border investment and financing and international trade, and has opened a "fast channel" for the filing of overseas investment projects (ODI) of enterprises in Sanya City. In 2024, the ODI investment of the park accounted for over 90% of the total investment in Sanya City, mainly directed towards Southeast Asian countries.

This signing ceremony marks a new chapter in the cooperation between Sanya Central Business District and international parks, and it is the first time to establish a cooperative relationship with a park in the Middle East. Sanya Central Business District will, as always, uphold the principles of openness, inclusiveness, and win-win cooperation, actively create favorable conditions for Chinese-funded enterprises to invest and start businesses in Ajman and for Afghan enterprises to invest and start businesses in Sanya, and join hands to promote open cooperation and jointly create new development opportunities.
