Sanya Central Business District
Sanya Central Business District ( Sanya CBD) is in the heart of Sanya’s Downtown. It is the only park named "Business District" among the 13 key construction parks of the Hainan Free Trade Port (FTP). Since its establishment, with the motto of "global vision, international standards, high positioning, and Sanya characteristics", the park seizes every opportunity to develop the free trade port and build a "4+2" modern service industry system. This industry system encompasses headquarters economy, modern commerce and trade, financial services, and cruise and yacht industries as the leading industries, with professional services and cultural leisure as the supporting industries.
Focusing on the construction of "two bases" economic agglomeration areas, the pioneering paradigm of the international tourism consumption center, the leading and innovative pilot zone for financial opening up, the cruise and yacht industry, cultural relics, and artworks demonstration, Sanya CBD has boldly explored and broken through in reforms. With unwavering fortitude in igniting integrated institutional innovation, the district is also committed to creating an innovation pilot zone for realizing the clustered development of modern service industries.
The district, with a total planned area of 450.8 hectares, offers a comprehensive range of multifunctional and supporting facilities. It encompasses dedicated spaces for business offices, commerce and trade, international talent communities, cultural and entertainment venues, public services, cruise home ports, and other essential amenities. Four units constitute the district, and they are as follows: Fenghuang Coast, Dong'an, Yuechuan, and Hailuo.
The Fenghuang Coast unit, with a planned area of 202.40 hectares, is designated as a tourism port for free trade services and a comprehensive consumption zone for cruise, yacht, and cultural and artistic activities.
The Yuechuan unit, covering a planned area of 43.66 hectares, serves as a vibrant comprehensive business district. Strategically positioned as a modern financial industry cluster, it has successfully attracted numerous renowned domestic enterprises, including Poly, MCC China Minmetals, and Taiping Financial Services.
The Dong'an unit serves as a business district for comprehensive consumption and an epicenter of the headquarters economy. Spanning a planned area of 95.98 hectares, it encompasses the headquarters' core launching zone and a central park. Currently, construction is underway to build a business district with leisure functions and comprehensive office areas.
The Hailuo unit is envisioned as an international talent community and a garden - style headquarters. Encompassing a planned area of 100.52 hectares, it integrates diverse elements designed to foster a global and innovative ecosystem. This area features dedicated international talent communities, state-of-the-art international hospitals, world-class international schools, vibrant supporting areas for international cultural exchange, and advanced headquarters business zones.
As of the end of March 2025, the total number of enterprises in Sanya CBD is 8,187. Notably, 6,763 of these enterprises have been newly established since the district's inception. According to the "4+2" industrial classification of the newly added enterprises, there has been an agglomeration trend of headquarters economy represented by Zijin Marine Holdings, Datang Overseas, and Dajiatoukong, financial service industry represented by Sequoia Capital and Qifu Capital, modern commerce and trade industry represented by Zhuhai Duty Free, Hainan Tourism Duty Free, and China Service Duty Free, and cruise and yacht industry represented by China Travel Cruise, China International Travel Global, and Yaguang Technology.
In 2024, Sanya CBD demonstrated robust economic performance, registering a total revenue of 177.03 billion yuan, tax revenue of 3.75 billion yuan, investment of 8.242 billion yuan, total goods import and export value of 13.05 billion yuan, total service import and export value of 2.92 billion yuan, and actual foreign capital utilization of 648 million US dollars. The district has made remarkable progress in intensive development. Covering only 2% of the planned municipal construction land, it contributed significantly to the city's economic growth, accounting for 42% of the total goods trade volume, 35% of the service trade volume, and a substantial 82% of the actual foreign capital utilization.
Sanya Central Business District (CBD) presents a comprehensive, one-stop service platform that caters to a diverse range of needs.
