Sanya CBD × China-Belarus Industrial Park, A Two-Way Collaboration at the CIIE → Cross-Border Powerhouse Alliance of Two Parks
On November 6, during the 8th China International Import Expo (CIIE), Sanya Central Business District and the China-Belarus Industrial Park officially signed a strategic cooperation agreement at the National Exhibition and Convention Center in Shanghai.
China-Belarus Industrial Park is a project jointly advocated and personally promoted by the heads of state of China and Belarus. Coinciding with the imminent customs closure operation of the Hainan Free Trade Port, Sanya Central Business District is further expanding its cooperation with overseas parks. This signing marks a concrete step following the inaugural flight on the "Sanya ⇌ Minsk" route in October this year, as both sides explore mechanisms to link with overseas economic and trade cooperation zones, strengthen connectivity under the Belt and Road Initiative (BRI), and implement closer, more substantive, and deepening economic and trade exchanges and cooperation.

Sergei Lukashevich, First Deputy Minister of Foreign Affairs of Belarus, Wang Kaixuan, Level I Inspector of the Department of Eurasian Affairs of China's Ministry of Commerce, Lebedyantsev, First Deputy Head of the Administrative Committee of the China-Belarus Industrial Park, and Li Xiaoyu, Member of the Standing Committee of the Party Committee and Vice President of China National Machinery Industry Corporation (Sinomach) attended the ceremony. The agreement was signed on behalf of the two parks by Lebedyantsev, First Deputy Head of the Administrative Committee of the China-Belarus Industrial Park, Cai Zhiyong, General Manager of China-Belarus Industrial Park Development Co., Ltd., and Chen Jia, Assistant to the Administrator of Sanya Central Business District Administration.

China-Belarus Industrial Park is a signature program under the China-Belarus joint construction of the Belt and Road Initiative (BRI). Located in the Minsk Region of Belarus, it spans a total area of 117.61 square kilometers, making it the overseas Economic and Trade Cooperation Zone with the largest planned area, the most extensive development scale, and the highest level of cooperation in which China has participated in investment and development. As of October 2025, the park has attracted 163 enterprises from 16 countries, with a total agreed investment of $1.6665 billion. It focuses on sectors such as machinery manufacturing, bio-medicine, and warehousing and logistics, radiating to a market of 180 million people within the Eurasian Economic Union. Its development complements the high-level opening-up policies of Hainan Free Trade Port.

By establishing this friendly park partnership, both sides will fully leverage the advantages of the Sanya Central Business District—namely, "Free Trade Port policy empowerment and overseas service capabilities"—and those of the China-Belarus Industrial Park—specifically, its "role as a Eurasian market hub and solid industrial foundation." They will establish regular mechanisms for consultation, daily communication, and exchange visits, focusing on advancing three key areas of cooperation: mutual recommendation of high-quality projects, sharing of resources in cross-border trade in services, and industrial chain coordination. Leveraging the first direct flight route between Sanya and Minsk, which opened in October 2025, this initiative will establish an air corridor linking Hainan Free Trade Port to the Eurasian market, facilitate business travel and cargo transport, and provide strong support for implementing demonstration projects of industrial chain collaboration.
