17 Enterprises and Institutions Signed! The 2025 (Sanya) Cooperation and Development Synergy Meeting Yields Fruitful Results

Oct 20, 2025

On October 20, it was learned from the 2025 (Sanya) Cooperation and Development Synergy Meeting, themed "Hainan-Guangdong Bay Area Collaboration for the Future, Free Trade Empowerment for a New Chapter," held in Shenzhen, that the Sanya Central Business District Administration successfully signed agreements with 17 enterprises and institutions.

This not only marks the fruition of a regional cooperation initiative but also facilitates a profound dialogue between Shenzhen, the "pioneer" of reform and opening up, and Sanya, the "trailblazer" of the Free Trade Port era, within a 47-year narrative of opening up. From December 18, 1978, when China's reform and opening up commenced, to December 18, 2025, when the Hainan Free Trade Port commences island-wide customs closure operations, the two "December 18" milestones connect the trajectory of China's continuously escalating openness.

As the echoes of history resonate with the pulse of the times, this 47-year-spanning "handshake" was translated into clear cooperation pathways and concrete action plans at the synergy meeting.

The thematic promotion, keynote speeches, and summit forum progressed in a layered manner, decoding the value of Hainan Free Trade Port for enterprises. Chen Jia, Assistant to the Director of Sanya Central Business District Administration, delivered a promotion covering policy advantages, geographical conditions, and industrial planning, offering a detailed interpretation of Sanya's unique strengths in institutional innovation and open policies. From a capital perspective, Fu Zhekuan, founder of Qifu Capital, provided an in-depth analysis of the investment opportunities within the Free Trade Port amid the waves of technology and consumption. Liu Mingyang, Senior Director of the Cross-border Finance Department at China Merchants Bank Head Office, focused on the global operations of enterprises, detailing innovative measures in the Free Trade Port's cross-border financial services and providing professional financial solutions for companies "going global". During the summit forum, centered on the topic "How to Integrate the Greater Bay Area's DNA with Free Trade Port Resources," guests from CBRE, Hong Kong Sunwah Group, China Tourism Group Duty Free Corporation, and ShineWing engaged in in-depth discussions. They forged a cooperative consensus on "Bay Area DNA + Free Trade Resources," offering diverse perspectives for the deep integration of industries between the two regions.

At the event, the launch ceremony of the Guangdong-Hong Kong-Macao Greater Bay Area Enterprises (Sanya) Global Expansion Initiative marked that enterprises from the Greater Bay Area will take Sanya as a pivot to comprehensively expand their global market presence and open a new chapter in international development.

The subsequent signing ceremony further solidified the cooperative outcomes: Sanya Central Business District Administration deepened its collaboration with Zhuhai Huafa Group on commercial complex operations and focused on marine engineering and ocean logistics with CCCC Guangzhou Dredging Co., Ltd., injecting dual momentum of "urban services" and "marine economy" into Sanya's industrial development. Meanwhile, its partnerships with the Guangdong-Hong Kong-Macao Greater Bay Area Entrepreneurs Alliance, Hong Kong Sunwah Group, and CBRE, among others, spanned high-end services, the digital economy, artificial intelligence, technology manufacturing, and other fields, gradually clarifying a blueprint for a modern industrial system characterized by interconnected and mutually supportive links.

The successful hosting of this exchange meeting was not merely a simple "promotional event," but rather a "strategic synergy session," a "forum for idea exchange," and a "project implementation meeting." It enabled the precise alignment of Shenzhen's reform experience with Sanya's free trade opportunities, laying a solid foundation for long-term cooperation between the two cities.

As the tide rises in Hainan and the wind strengthens along the Greater Bay Area, the future holds great promise.

With the implementation of more cooperative projects and the convergence of more resources, Sanya and Shenzhen are poised to continuously unleash synergistic effects amidst the nation's tide of opening-up and development, jointly composing a new chapter of coordinated development between Hainan and the Greater Bay Area, fostering win-win outcomes.
