As a key construction project of the Hainan Free Trade Port's customs clearance operation, the Sanya Port Area (Sanya International Yacht Center) project, a "second-tier port" of Sanya Port, has now been fully completed and passed the final acceptance inspection and is ready for operation. This project is based on the Sanya International Yacht Center. It not only has the first batch of professional yacht inspection berths since the implementation of the free trade port policy, but also has established a 30-second ultra-fast customs clearance system through intelligent and intensive construction, providing an innovative model for free yacht travel among Hainan, Hong Kong and Macao.

The Sanya Port Area (Sanya International Yacht Center) project, a "second line port" of Sanya Port, is located on the basement floor of Building 3 of Sanya International Yacht Center. It is an important infrastructure for the "second line" of Sanya Port yachts to leave the island. The project was initiated in December 2022. Currently, the main construction has been completed and passed the final acceptance inspection. The infrastructure such as water, electricity, gas and communication networks has been fully in place.

Entering the public area of the passenger customs clearance site, within a 282-square-meter range, there are declaration areas, customs inspection and handling areas, and luggage and item inspection channels, equipped with law enforcement investigation rooms, etc. The on-site X-ray machine and the intelligent inspection table form a "double insurance" inspection system, achieving "seamless clearance" through technologies such as facial recognition and intelligent sensing.

After completing the electronic declaration through the self-service declaration machine, passengers will be quickly verified by the intelligent image judgment system. In case of any abnormal situation, the package will be opened on the spot for handling. The regular customs clearance time is controlled within 30 seconds to 1 minute. In terms of berth configuration, the Sanya International Yacht Center Wharf is strictly constructed in accordance with the standards of a Class III yacht-specific wharf, with a designed annual customs clearance capacity of 2,000 yachts and 10,000 passengers. The project currently has 6 dedicated berths for "second-line ports", which can meet the berthing needs of yachts ranging from 15 meters to 30 meters. When passengers pass through customs, a closed management is achieved through the intelligent linkage system of telescopic gates.

When there is a need for customs clearance, this telescopic gate can be connected to the "second line" terminal to form a relatively closed area and achieve closed-loop customs clearance. The person in charge introduced that by adopting the modular design concept, the telescopic door can quickly switch functional Spaces through the intelligent access control system, which not only ensures the closed-loop safety of port supervision but also realizes the efficient utilization of public Spaces. This model is the first of its kind in the construction of domestic yacht ports.

As an important infrastructure for the island-wide customs clearance operation, through institutional integration and innovation, we will explore the standardized process for yachts to leave the island in the "second line", promote the development of the new port economy, and help yachts to truly achieve "spontaneous travel".
